/ˈmut.ɫa.kaː/
Etymology
Inherited from Ottoman Turkish مطلقا (mutlaka, “absolutely”), derived from Arabic مُطْلَقًا (muṭlaqan), adverbial accusative of مُطْلَق (muṭlaq, “absolute”), with loss of the nunation, resulting in mutlaka instead of expected *mutlakan, with pronunciation of final /aː/ instead of /an/ (compare Turkish mesela, for Arabic مَثَلاً (maṯalan), or evvela, for Arabic أَوَّلًا (ʔawwalan)). By surface analysis, mutlak (“absolute”) + -an (adverbial suffix).
