Probably borrowed from Old French froncir (“to wrinkle, frown”), from Frankish *hrunkja "a wrinkle" from Proto-Germanic *hrunkijō, *hrunkitō (“fold, wrinkle”), from Proto-Indo-European *(s)ker- (“to turn, bend”). Less likely from Latin frangere; cf. however also franger.
