Etymology
From ob- and the root of capiō (“capture, seize”). The difference in conjugation is explained by De Vaan, citing Steinbauer 1989, as the result of derivation via the denominal suffix -ō, -āre from some intermediate nominal (such as an unattested noun or adjective *occeps, *occupis), instead of direct composition of the prefix with the base verb.
