Cognate with Dutch repel, English ripple. The sense “to cut grooves into” is from unrelated German Low German rieveln, riffeln, frequentative of Middle Low German rīven (“to rake”). Compare German Riefe (“groove”), Dutch rijf (“rake”), (obsolete) rijffelen (“to scrape”), Old Norse hrīfa (“rake”).
