In summary

From Low German and Middle Low German harsch, from a Proto-Germanic derivative of Proto-Indo-European *kars- (“to scratch, scrape, rub, card”); see also Russian короста (korosta, “to itch”), Old Church Slavonic краста (krasta), Lithuanian karsiu (“to comb”). Compare English harsh, which is also borrowed from Middle Low German.
