In summary

From Ottoman Turkish بینالملل (beyn-elmilel), from Arabic بَيْنَ ٱلْمِلَلِ (bayna l-milali, “between the nations”) with the word مِلّة (milla) in the uncommon or dated sense “people, nation”, which is current in Turkish millet. Compare Persian بینالمللی (beyna-lmelali). In Arabic itself, the word دُوَلِيّ (duwaliyy) has become standardised for “international”.
