The sense “skinned animal” is from the root in etymology 2 below, but the use for a “jug” is probably influenced by Aramaic גּוּלְפָא (gulp̄ā, “jug, stone pitcher”), itself apparently a metathesis of Akkadian 𒉺𒄖𒇻 (pagalu, pagulu, “a jar used for libation”). The sense “lout” may be compared to Akkadian 𒉺𒂵𒈝 (pagalum, “to be powerful, massive, cumbersome, brawny”). However, it is also possible to derive it from “something dry, coarse” or even from comparison of a drunkard with an empty wine jar.
