From Ende (“end”) + Lösung (“solution”).
Even before Hitler (some time in 1941) gave the command for outright genocide, the Nazis had been using the term to refer to an eventual displacement of the Jews from western and central Europe—by emigration and deportation as it was then understood. When the extermination program began, the term was transferred and soon enough restricted to this sense.
